Were the Polish PMKM rifles that the parkarized kits are from actually parkarized as new rifles from the factory or are they really used rifles that have been parkarized to improve the cosmetics?

Yes the Polish AKMS came either Blued or Parkerized from the factory. Parked Kits lend themselves to a somewhat easier to match finish with regard to receiver.

I had a parkerized kit from GT(one of their very early imports) that appeared brand new....mint bore, not a scratch on the wood...so I'd guess the rifle wasn't refurbed or anything, and was parked before being demilled.
