I have been squeezing and getting many quotes. The price has been squeezed as low as I can get it.

The lowest that I can get it down to is $150 plus shipping. It does not bend any top rails of the prefab flats out there because there isn't enough material to bend with this type brake.
We have made another option to go with it. We can bend a complete flat (any of them) in 5 minutes and it is right. The added option would be $40 plus shipping.
Shipping to Fresno ,Calif. is about $20. If anyone is interested I will post pics of the optional top rail bender.

Yes please post pics. I know some people I work with that are interested in building an AK from a flat receiver and a parts kit. Thanks.

What are the chances of getting a set of plans for the bender?

I have access to a machine shop where I could get one built.
