Hello i've got an ak parts kit I was contemplating on letting go with an unfinished receiver. I started about 5 years ago and haven't picked up on it since. The question I have is the receiver flat is a standard ak fixed stock flat with the x and y holes pre-drilled from ak-builder.com and I bought it flat I bent it and folded over the upper rails and reamed the existing x and y holes and that was it. I believe the consensus is you now have a firearm and not a flat.

Note that when you buy an "80%" receiver that is not a flat, it doesn't have the holes drilled in it.

Yeah, I would say it's a firearm now.

Agreed. ATF says that you now have a firearm. Places like AKBuilder pretty much go as far as they can in the process when they make flats for sale. usually they get you to the point where one or two additional operations will yield a firearm in the eyes of .gov
