A dewy cleaning set is very good for cleaning the bore of a barrel. The rod is free to spin as you push the patch through the barrel rifling.

Q1: Is it not proper to use a otis ar15 chamber brush and clean the chamber using a spinning motion instead of an in-and-out motion?

Q2: Is there a T-handle type tool available that is threaded on one end and a T on the other so you maybe twist and turn the chamber brush while in the chamber or is that a no no?

I use a military cleaning rod, it has a stamped metal handle that is attached to the rod with a ball joint so it will swivel when pushing a bore brush or patch through, but it can also swivel down onto the rod and lock in a machined flat area on the rod. It also has a hole through the other end of the t handle (opposite the flattened part that locks to the rod) so that you can put another rod section through it for leverage when twisting the chamber brush in the chamber.

Here is a decent picture of one: Linky

Might be old-fashioned, but it's the way the US Army taught me. In the famous words of Papa Thorsen "New things are noooo good"

I use the Dewey chamber rod with the fixed handle.
Insert in the chamber and twist.

I bought the Otis AR15/M4 cleaning kit and I also ordered brass scraper set. I put the chamber brush on the brass handle set that came with the scraping kit.

Do you find it hard to unscrew the chamber brush from the rod in the Otis kit after you have scrubbed the chamber?

Yeah...it tightens up.  Clean in the other direction and it unscrews.

Yes and so I have to use pliers to unscrew the chamber brush.  I added  a couple of pliers as part of my cleaning tool set.
