How do the Pro Shot stainless steel cleaning rods stack up to the Dewey rods? my local gun store has a ton of pro shots in stock and i have only seen the Deweys online.

Pro-Shot are comparable to Dewey in my opinion.
Dewey handles are larger, but that's about the only difference I see.
The Pro-Shot does come with a bore guide and a stop device, where the Dewey doesn't.

For some reason, Pro-Shot doesn't advertise as much as Dewey which may be why you see more Dewey's.

I don't know if this is normal but my pro shot stainless rod is getting light scratches all over it. Is it normal for my chrome bore to lightly scratch it?

Normal.

Hard Chrome is usually harder than stainless steel, even the hardened stainless used in cleaning rods.

Dewey doesn't include a built in bore guide on the nylon coated rods, but do on the stainless (some companies order them without them) up to 30" on the stainless rods
