The barrel on my rifle will not get completely clean, or it seems anyway.  I run the brush through it and then run some Hobes #9 through it.  No matter how many patches I run down it, they will still come out appearing to be dirty.  In one cleaning, I easily ran 30 patches through it and it was still looking dirty.

Now, after 30 patches, it looked no where near as bad as the first patch.  But nevertheless, after all those wet patches, the dry ones I ran after were still coming out dirty.

This cannot be normal, can it?

Am I doing something wrong?

Do I need to try a different product?

Run several passes with JB's Bore Paste.  Then your normal cleaning routine.

Try one of the foaming bore cleaners.  The reason is, you can treat the barrel with the foam for a couple of days or longer and reduce the need to run hundreds of passes with patch and rod.
See if that helps.

FWIW, you'll never get every last speck of copper racing stripes out of a barrel.

If it shoots good.  Use your normal routine and don't fuss over it.

Get some "Wipe Out" foaming bore cleaner.

Brushes are too much like work.

+1 on the paste.  Use Kroil, then paste, then Kroil.  See if it's still pulling dirt with Hoppes afterwards.

clean your chamber really well first with a chamber cleaning kit.  if you have a dirty chamber or dirty lugs, your patches are going to get dirty before they even get into the barrel and no matter how clean the barrel may be, the patches will come out dirty.

Or get over the fact your bore doesn't have to be sterile.

3 pulls with the bore snake is all mine gets.

+1 on the above

I use Kroil & an old tin of Parker Hale Motty Paste I bought in about 1982 which is about 95% still complete, so will outlast me by a few years!

Trick is to allow time for the products to work & penetrate under the fouling, etc.
