I use a couple rounds of CLP with a few days in between rounds.  But the hot water and soap I'm sure does better.

It's summer, try laying the mags out in the sun on a hot day.  It should make the cosmo softer or even melt it off.  Otherwise, I have used my normal gun solvent (hoppies in the past) to clean the mags up.  Seems to work ok but then again, the mags were never really coated in cosmo excessively.
