Last night I installed a new buffer tube (BCM) onto my older Rock River.  I found that the lip on the bottom of the tube was just covering the base of the buffer retainer.  When I rotated it one more turn the lip was binding against the retainer stud, pushing it downward.  I filed the lip with a flat file so the lip is no longer touching against the post of the retainer.  This was not my first time installing a buffer tube, have done many and never ran into this issue, including installing one on this same rifle.      

My question is was this the right thing to do or should I of installed it one turn back where the lip was just covering the base of the retainer?

Not uncommon to have to face the tube back a touch to get it to index correctly of for the butt stock, and kiss the center of the buffer retaining pin center post (like you did, with spinning it in another wide so the tube is retaining the buffer retaining pin correctly, instead of just slight over the lip and chancing the pin coming free instead).

Trust is, some tube have the inner voids too deep, and not only do you have to face the bottom of the tube, but the top as well; to be able to pull all the way back on the charging handle and have the face of the bolt, stop 1/8" to 1/4" in front of the back edge of the ejection port window as well.

What exactly is considered the center of the retainer?

The bolt face is about 1/8" in front of the ejection port window when bolt held all the way to the rear.  So it looks like I'm good on that.

what we want to see if the end of the tube just about kissing the back side of the center pin of the retainer instead.

So on the left, not so good, while on the right, perfection instead.
