Not really.  It just means you need some oil there.  It is vaporized and re-deposited copper from the bullet jackets.

Kinda looks like the Statue of Liberty, in color that is. So I would say copper deposits... Oil and clean

It's nothing more then copper fouling from bullet jackets.
That area between the muzzle and the flash hider traps the deposits and most bore solvents don't get to it to clean it out.

Some people use one of the foaming bore cleaners or a jell bore cleaner to get it out.
