This is a 2 piece clamp on gas block. I got part number 9378 for a .750 barrel and I have a Daniel Defense stripped barrel with a .750 diameter. Once installed the gas block does not sit flush with itself on the sides. It makes full contact with the diameter for the barrel but i cant tighten it anymore and there is a gap on both sides. Is this normal for a clamp on gas block?

My YHM double rail gas block is the same way. No problems so far with it but I did go a step further and put some loctite on the allen screws.

If it sat flush you'd probably have one of two problems. Either it wouldn't be tight enough, because it snugged up against itself before securely tightening to the barrel, or you somehow squeezed the barrel down a little which would be bad. Obviously option two isn't going to happen in this case, but is an example that comes up with other clamps that go around tubing to hold things.

I have seen everything from a hairline gap to one big enough for a few sheets of paper, as long as the top piece seals and is lined up with the gas port you're good to go. Loctite is a very good suggestion for this part, though the tension should keep the screws backing out under normal activity.
