Okay so I didnt know where else to post this so hear goes. I am legally a Florida resident but I am a full time student in Virginia.  I ordered a shotgun on gunbroker and had it shipped to my FFL here in VA.  According to my understanding, All i have to do is comply with both florida and virginia state laws to acquire the weapon, but upon showing my florida driver's license, all sorts of issues arose (this is not my usual FFL).  I was told that I could not get the gun for the following reasons: 1) I have not had my feet on virginia soil for 90 straight days... I went home to FL for Christmas break...  2) Since i am a full time college student in VA, I am legally a VA resident and need to show VA govt issued ID.  

So the questions I have are: 1) Where does it state this anywhere? the only place I can find anything about 90 days in state is for immigrants.  I am def not an Immigrant.  2) where does it state that as a full time student, I am a VA resident?  I am almost positive I am still a FL resident legally.  There is not way I am going to have any official documents stating I am a resident here, because, I am, in fact, a florida resident. (I have a Drivers license there, I am taxed there, etc...)

Please help... I am looking for clarification and legal documentation to fight back

They are being asses.  It doesn't say it anywhere, that is why you cannot find it.  When it comes to long guns, except the assault weapon types (yes VA still has an assault weapon listing but no restrictions other than they must be sold to a person 21 or older and a third form of I.D.), but normal long guns can be sold to people who are out of state.  They just don't want to do it.  Call the VA state police and they will verify.  When I lived in VA for 4 years I worked in a gun shop for the first year and unless they have changed the VA laws since I moved back to Indiana last August, you being out of state is not a problem for buying a long gun, IF the dealer wants to sell it to you.  Our shop would not do any sales to out of state residents even though legally they can, they just don't want to hassle it.  Only handguns are forbidden.
Call the VA State Police in Richmond and talk to them.  Their office is located on the north side of Midlothian Turnpike (Hwy 60) just west of Chippenham Parkway (Hwy 150).  Google the VSP for their telephone number or stop buy there if you are in Richmond.  They are located in the same building as the ATFE and FBI so do NOT take any weapons with you, or anything that could possibly be thought of as a weapon.  There is a large fence around the building and security is tight as a tick, but the last I heard civilians could still pass to speak with different departments.
You will need two forms of ID showing residence in FL, voter registration card, driver's license, CCW permit, or something like that with YOUR name and address, and both must have your permanent FL address.
Then they do the 4473, call it in to the state police, and when approved, you get it.  
Again, call the state police.  They are very helpful and will answer your questions.  If I am wrong then they changed it since I worked at the gun shop which was three years ago, but I followed VA law very closely until I left last August.
And you might also ask the state police if they know of any dealers who will sell to out of state residence without getting all squirrelly on you.

Not an eastcoaster but just some general info. As a student the ATF recognizes dual residency with states. So if you go to college out of state like you are technicly in the ATF's eyes your a resident of the state you are currently in.

so the ATF sees me currently as a VA resident? this makes no sense. All legal documentation I have is related to and from florida.  Would this prevent me from being able to purchase the gun from this FFL? Thanks for the replies guys.

Need a VA gov't issued id?  Going to a state school?  Grab your University of VA school id.  Issued by the state, that's government.
