I have a standard A2 bbl with a standard A2 flash hider. Regardless of the size of the peel washer used, the closed portion
of the flash hider always end up at the top or 12 o'clock position. Will a crush washer (which I don't have) allow me to adjust
it's registration properly?

Peeling sections/layers of the washer will index the FS differently on the barrel unless the barrel threads are maxing out against the front threaded section of the FS (read will have a gap between the FS/Peel washer/barrel shoulder that will not close up).  If this is the case, something was milled incorrectly and needs to be resolved instead of just staking up more/thicker washers to resolve the problem.

A peel washer should work, but it certainly more of a hassle to use.  The crush washer should do the trick and most manufactures have taken that route.

I just tried several combinations of  separations from about 1/64th, 1/32, 1/16 to one, two and three whole washers
and regardless of the combination,  the closed portion of the flash hider comes to 12 o'clock varying a couple degrees  
left or right. It's amazing and I would not believe it had I not seen it for myselfl. I do believe the crush washer is the answer.

Well with a crush washer, you should be able to thread the muzzle device on until it reaches the crush washer.  If it is at 12 o'clock then, just tighten it half way.  It will go that far unless you have pipe cleaner arms.

 I lube the FH and barrel threads with Moly-Slide. Torque to near 12:00.  Loosen and re-torque.  Done

Better yet, before buying anything, pull the washers and thread the FS all the way onto the barrel until the back of the FS flushed out against the barrel shoulder.
Now knowing that the FS can thread back this far and what that index is, spin the FS forward and take a reading of what thickness you need for washers.

Myslef, I prefer the peel washers with the FS only snugged down on them.  This allows me to pull the FS from time to time to clean the muzzle crown, and not have to replace the washer (such as in the case with the crush washers since they are a one time use item).   Also, don't go buck wild tightening up the FS with Peel washers (correct torque is 15 to 20 ftlbs when installing a FS).  Using too much torque to index the FS against the peel washers is going to distort the end of the bore/barrel section.  The crush washers on the other hand self torque to this level (one time only) until they the concave area have been maxed/flattened out.
