Does the hammer need to be cocked to engage the safety? I can't seem to move the safety more than 45 degrees without cocking the hammer.

I also tried cocking the hammer and releasing the bolt without a mag in the AR. Then I put the safety on, inserted a mag with a round in it, and pulled the charging handle. When I released the charging handle the bolt does not move. Is this normal? If the safety is off, there is no issue with the charging handle, it works as it should.

 You should be able to chamber a round with the safety off or on.

Pulling back on the charging hand with a loaded mag should release the bolt catch.  Check the bolt catch to make sure that is freely moving in the lower receiver (just under return spring tension), and that it is not sticking in the upward position (read with just the lower in hand).  If needed, lube the piss out of the catch and work it by hand to free it up from binding. Also check the bolt catch tab to confirm that is only catches the mag follower with a empty mag, and is not catching any part of the mag body or rounds with the mag is inserted and loaded.




As for charging from the bolt locked back position, leave the charging handle alone and just bump the bolt release lever with you left palm.

Low down on recharging the weapon from the bolt locked back position.

Right hand on the pistol grip, mag in left hand, insert the mag into the mag well as far as you can push it up, then come up with your left palm and give the bottom of the mag a good pop up to make sure it's seat.  Then with your left hand, come up and hit/bump the bolt release with you left hand palm to release the bolt, and then move your left hand to the hand guards.  Now with your left hand holding the hand guard and stabilizing the rifle, take your right hand off the pistol grip and bump the FA a few times with your right palm, then return your hand to the pistol grip.  This insures that the mag is seated, the bolt in the locked position, and the rifle ready to rock and roll on the trigger pull.
