Colt Sp1 pre ban lower marked .223 rem.
Upper is an A2 style, but I do not see any identifying marks.  (how can I ID it?)

I believe the mags are the cheapy steel ones.

The problem is that when charging the weapon, the round that is stacked on the ejection port side of the mag feeds and extracts fine.  The round on the opposite side of the mag does not feed, and in fact, it hits the chamber so hard, that it rams the tip back into the jacket of the bullet.

I tried the .223 remington wal-mart ammo.

I can not get it to feed manually, and dont want to bother trying it at the range, as I know it won't magically start working.

I think it might be the mags.  I tried all three that came with the gun.  I have one USGI 30 round mag from the army, but haven't been able to try it out yet.

I need help from the experts.

As far as guiding you on repairing your rifle, we can almost perform small miracles, but in regards to fixing the Cheap knock-off clone mags, that would take a magic wand, and last time I check, I loaned mine out to Royce.

What happens is when you try to fix the feed lips on the clone mags, the metal is so thin/weak that it just bends back open within a few reloads.

Go buy a "New in Wraps" USGI mag, then post back if the rifle has problems with the a true spec mag.
