So farI bought a Green Mountain barrel with the following description: 5.56 NATO Green Mountain 16" FLUTED M4 type AR Barrel, 4150 vanadium alloy milspec steel, Phosphated finish, Chromed bore and chamber for optimum performance and durability, button rifled, thermo-stress relieved, air gaged, modern 1:7 twist, muzzle threaded 1/2 - 28 .750 gas block with drilled gas port, M4 extension with m4 feed ramps, weighs 1.75 lbs, and has a cabine length gas block.  Barrel is not pinned for front site.

I don't want to buy parts that won't match.

I am looking for a good stripped upper and lower. Also need advice on affordable tools for the build. Any suggestions or help would be greatly appreciated.

One of the things you will have to decide is if you want billet or forged. Billet cost more but is not necessary. Forged is what is used most of the time.

There are a great many manufacturers. Stick with milspec and all should be good. Mega, Spikes, DD and so on are all fine. There are cheaper, just remember the milspec. Pick the rollmark you like and get that one.

You will need a receiver block or reaction rod if you are building the upper along with a barrel wrench, torque wrench and other miscellaneous hand tools. For the lower a set of punches will help (especially for roll pins). Again, this depends on what you choose to use and who it comes from.

Mega and Aero Precision have been top notch for me.  I've also done builds with Del-Ton parts and stripped uppers, RRA uppers and LPK's, DPMS LPK's, Stag, Diamondhead, and others with good results.  
Some my be a little tighter than others, but all the good manufacturer's parts should fit fairly well together.  Finishes may be a little different from one to another due to differences in anodizing, but that can also happen from batch to batch from the same manufacturer.  The most consistent finish I have seen has come from Mega, which is a nice almost satin finish that has been identical across three separate lowers.

I was looking at Spikes blemished Tactical Upper and lower blem Receivers. $160 total or I saw Spartan-15 Enhanced Billet Lower and Upper Receivers with free Cerakote coating from a company online (I don't know if I can name on here). Any opinions on if either of these would work?

I have a question about the MEGA ARMS Forged A3 Upper Receiver. does it have the M4 ramps. My barrel has an M4 ramp extension. Also does it have the T mark?

You can get them with or without T marks.  The Mega uppers I have run across have all had M4 ramps but I would check with the vendor you are buying it from just to be sure.  

These have M4 ramps (I've never purchased from them before, though).

I recommend getting a couple extra detents for the pivot pin, chances are it won't go perfectly your first shot and it is easy to launch the detent (and spring) across the room. If you are assembling in a room with carpet when it happens consider the detent gone forever.

Or you can opt for Battle Arms' enhanced pin set, it comes with a magnet and the pins are designed to work with it and the detents to make it much easier to control the install. Plus the pins are awesome.
