Well, if that's the case, pretty much "any".  No 'rules'.

Unless you feel the need to build everything I never seen the point.. At 39$ for a stripped upper is to cheap to justify a 80% upper receiver.

There isn't any "set" list of advice, especially on the information you have provided.  This is also assuming you mean 80% lower, and not upper.  Because, I haven't found anyone who sells uppers in an 80% condition, or if there would even be a market for that kind of thing, considering the expensive tooling that is need to make upper receivers.

The best advice that I can give you is to search this forum, and search google regarding 80% lower finishing.  That is what I did, and there are tons of tutorial videos on Youtube, also.  I completed my lower using a cheap harbor freight drill.  Mine was a billet lower from AresArmor.com.  I used a cheap harbor freight drill press and a jig from Aresarmor to complete mine.  But, I only did it after hours, and hours of research, so I was sure that I had what I needed, and I watched multiple youtube videos before and during my completion, to make sure I didn't miss any steps.

Google will be your best friend if you want to go the 80% route.

I have seen 80% uppers advertised.

Not too sure why, though.

But, they exist.

For the OP, uppers are just parts, they are not firearms.  You can order a 100% upper, or even a barreled upper, and have it sent direct to your home.  They are not regulated in any way, on the federal level, anyway.  I am unaware of any state laws concerning them, though it is possible there are some.

Never used them before but others have said good things about them. Check out Range Tool 80% lowers on www.ar15brick.com and do research to find out more about these lowers. It might be your best bet.

I've been using 80% Arms lowers and enjoy them. They have a jig that works with a common hand router.
