I'm going to put together a rifle that I want my wife to be able to shoot. She can't shoulder the one I've got now. It's got a 6 position adjustable stock on it and with it in the closed position, she can't get a good sight picture because her arms are too short to comfortably hold it.

I'm wanting to get a stock and buffer tube that will give me the shortest length of pull for her to be able to shoot it but still allow the rifle to cycle. (No, a piston upper is not an option nor is a shorter barreled model)

What stock and buffer offers me this? Upper will either be a 16" flat top or an 18" flat top.

sounds to me like it could be a fundamentals issue. a standard collapsible stock is pretty darn short when fully closed, much shorter than I would ever be comfortable shooting without armor/other gear on.  
That being said, I trust your judgement.  

The shortest stock you can get with a regular buffer would be a car stock such as this.  

You would only need a stock body though in whichever diameter your buffer tube is.  The idea is that even when fully collapsed, the back of an M4 stock extends just a little passed the back of the receiver extension.  With a CAR stock, they are flush, giving you a little bit more, albeit not much.

If I'm remembering right the RRA Entry Stock is the same LOP as a collapsed carbine stock but I can't think of anything else.
