I need to change my flash supressor to a muzzle brake/comp. I have a PSA dissy and a BCM. How do you know if they are permanent? And how do you make it permanent? Thanks

You should see evidence of the Pin silver soldered in place if it is a perm install

"generally" it is only made permanent if it is a 14.5" barrel. I say generally because it is not a hard, fast rule but some places will not let a barrel leave their shop under the required 16", to cover their asses. Check the underside of the FH for pin and weld, most places perefer to do that over solder. PSA lists it as an option when getting a short barrel.

OP you live an restricted state - I am not familiar with the specifics but you need to know if NY require all muzzle devices to be permanent which may also depend on if you have a pre-ban lower.  I also believe NY cannot have flash hiders, again depending on pre-ban lower, only brakes and comps so be careful about what you are switching to.  If the barrel is 14.5 (without the comp) or measures 16.1" from bolt face to end of muzzle device it should be permanently attached otherwise it is an SBR.
