i bought a lower as "other" , with plans to make a AR pistol, before i built it i decied against building a AR pistol and just want to build a lightweight rifle, can i build a normal rifle on a lower bought as "other"

its never been assembled as anything, still stripped


my common sense tells me yes you can build it, but i know laws are not always common sense

If you bought it as "other" on the NICS form you can build what you want. Some states require you to register it as a pistol or rifle but Texas, as over here in Louisiana, do not require firearm registration.
Build what you want and you are good to go.
Although, I think the ATF says once a rifle always a rifle, not sure on this point but I think some guys here said if you build it as a rifle you can not rebuild it as a pistol. Not sure on this point, "common sense isn't so common anymore"!

Pistol can be built into a rifle but if first built as a rifle it's always a rifle and can never be rebuilt as a pistol.  A pistol that you built into a rifle can be returned to pistol.
Think about it.  That rifle conversion for 1911 or the rifle conversion for Ruger Mark III are intended to switch back and forth.
