Im thinking about pulling my 16" heavy barrel off and putting on a standard M4 Barrel.  I have a front sight tower on the heavy barrel. standard A frame style.    Can I reuse that tower on my new barrel I know there are two different dimensions i thought a .750 and a.680?

No, especially if the barrels are of different diameter.  Besides, if it's pinned it was drilled for the original barrel.
