| I am going to start an AR build in September and I had a questions. I am going to be getting my lower from a local dealer, and I know I can’t have a flash hider or suppressor, and I also can’t have a collapsible (or you can user a collapsible stock but it has to be pinned). I also know I cannot have a bayonet on it, and because I am getting a post band lower I can only have a 10 round mag. So I wanted to know am I missing anything, any help would be appreciated. |

That's pretty much everything. By saying you can't have a bayonet, I'm assuming you mean the bayonet LUG.
You can have a muzzlebreak or a compensator, but it has to be pinned/welded or silver soldered onto the barrel, as threaded barrels are also illegal in NYS. As for the 10rd magazine limit, if you can find pre-ban magazines (made before Sept '94) they are legal in NYS. Personally, I'd check with the local Sheriff's Dept to make sure they are legal and not new manufacture, as a Class D Felony isn't really worth it. |
| I thought a muzzle brake was ok but a flash hider wasn't. The only reason the brake has to be welded (silver solder) is to "eliminate" the threaded barrel end. If it's welded then u can't unscrew the break and screw on a flash hider. I still can't get over what morons make up these illogical and moronic rules. |

mASS is the same way.
"The only reason the brake has to be welded (silver solder) is to "eliminate" the threaded barrel end. If it's welded then u can't unscrew the break and screw on a flash hider." Don't forget the TWO pins when pinning a collapsible stock. "I still can't get over what morons make up these illogical and moronic rules." Remember all those nerdy, sickly, wimpy kids that got beat-up and/or shoved into a gym locker when you were in grade school. Well, they got elected. Revenge of the Nerds III; We Got Elected |
Do yourself a favor... get a preban lower. Ordering NY compliant parts can be a bit of a pain in the ass.. not to mention you usually end up spending more. Spend a little more on a genuine preban lower (now is the time to buy, as they're starting to show up cheaper) and build a real AR15... not a neutered one. Plus, there is the added satisfaction of telling Carolyn McCarthy to go fuck herself by having an "evil" rifle that is 100% legal.

or just get a regular crowned barrel and a standard A2 stock. Not a "real" AR but you do what you can based on what you can spend and where you live. If you have the money go for the pre ban lower...if not and if you don't mind the "NY" configuration above do this.....

Flash hiders on post-ban rifles in New York State are illegal. I have a post-ban carbine that I got from Del-Ton (parts) for roughly $800 after everything was said and done. http://hphotos-snc3.fbcdn.net/hs486.snc3/26584_385505875898_569800898_4423739_6414387_n.jpg Muzzle brake is the YHM Phantom Muzzle Brake\Compensator, Stock is the ACE ARFX-E, magazines are pre-ban unmarked 30rd, I Dremeled the bayonet lug ears off and pinned/welded the brake on myself. It sure isn't my department rifle, but it does everything I want it to. |

OR you could get an 80% lower and do the finish machining yourself. Legally that would be the same as a preban lower. Correct? NO. Not even close. Don't waste the money on a pre-ban lower as they sell for $450-$950 on the island. Drive to LRB and buy a post ban lower for $79.95. That is a huge savings over the pre-ban. And you don't have to find post ban parts. Just get what you want and make it ban compliant or send it to Adco to do it for you. It will still be cheaper than the pre-ban build and function the same. |
| Preban lowers can be had for as low as $400 if you wait, but they are few and far between. That's still four times what a new lower is worth, and it seems that preban lowers have poor fit and finish compared to a new manufacture lower. If you really must have a flash hider and a collapsible stock, they're worth it. Otherwise, a ban compliant rifle functions just the same, except for the fact that upper receiver disassembly is difficult / impossible. |

They're not always ridiculously expensive... I got a Colt preban lower for 650 about 2 months ago... And it was nearly perfect. I've seen a few on the EE for 300-800... I had a post ban spikes lower at first... And building my dream M4 with it was nearly impossible inside the law.. (Very difficult to find a 14.5" barrel with perm brake) so I went preban and now I can have my 14.5" bbl with perm FH and the collapsible stock. For me, I think it's worth going preban.. Mostly because I dislike muzzlebrakes. |
