I've been thinking about building a short barrel upper, but not really wanting to pay the $200 thing.  I heard from a friend that there is some law about building one, instead of buying one already together.  Is there any truth to this?

nope, you want a SBR pay the tax first then build it or visit club Fed.

Buy, build, trade, or wave a magic wand; there is no way to have an SBR without a tax stamp...and not going to prison.

C'mon man, its $200, not $2000.  Same price for a suppressor.  If you want to play you gotta pay.

You can buy factory built guns but you will still have to pay the $200 tax stamp to transfer it on a Form 4.

The difference between building your own and buying one already built is the form you send in to the ATF.  Also if you build it yourself you have to have your name, city, and state engraved on the rifle as you are the manufacturer.

actually ther eis one way to do it in the US.  get an FFL/SOT
