You can twist past a stake if doing it on purpose.

As 2FALable stated, you can overcome the stakes.  Remember, they are there to eliminate backing out from vibration and the shock of shooting.  They also will capture the head of the capscrew should it shear.

Now you'll probably need a drill and what I know as an "easy-out."

It's a special bit that you tap into the hole that you've drilled into what's left of the bolt head.

If an ez-out won't work, use the drill and drill the head of the capscrew off then pull off the gas key and unscrew the remains either by hand or channel locks.

if the above does not work, or if you want more options:

Take a dremel (or some cutting device, hacksaw...whatever)  And cut a slit in the screw head.  If possible cut through the portion that is staked.  Then use a flathead screw driver to remove the last screw.
I have had to do something similar with many rounded screws, but I have never tried it on a bolt key.   So attempt at your own risk.

Grind off the stake and try again.
