this is probably a stupid question but is it possible to take a standard ar15 with a carbine length gas system and use a low profile gas block ( such as spike tactical's) and use it with a midlength or rifle length rail system or handgaurd (such as the magpul rifle or midlength length MOE handgaurds)?

yep. here's a 16" SUM barrel with the carbine length gas system. The Hyperform carbon handguard extends to the front of the gasblock.

If you want to use handguards like the MOE or similar, you'll need to mount another gas block or FSB up front or figure out some other way to mount a handguard cap. If you go with a free float, then it's no problem at all.
