I'm working on my BCM build and its time to install the buffer tube. I don't want to spend $35 on an ar-15 muilti tool that ill only use once.  Is this a good option to install a buffer tube? http://www.aimsurplus.com/product.aspx?item=XPM095&groupid=57

That one will work, but it's much more likely to slip out and scratch your receiver.

Try this one:Tactical CAR stock Wrench I think CTD has it for less than $10.

I went my first 9 years of AR ownership without one, just tightening by hand. Occasionally would have to re-tighten it, however I did once lose a detent spring. Find someone in your hometown forum that has one and borrow it.
