I'm not 100% sure, but I think the lower receiver goes in the "other" catagory for type of firearm.
Some states require "other" types of firearms to automatically be considered a pistol with pistol The Feds let each FFL holder decide which way to go...rifle or pistol when they process the papers. 18 for rifle, 21 for pistol or "other." Maybe I'm wrong, but that's the way I understand it. |

Maineyack: correct. Unlessthey are a complete lower(eg already have a lpk and stock), they are marked as an "other" so 21.
Wyatt: I did some checking into that and unless the ffl is a manufacturer(class 7 I think) they can not recurve something as an other and transfer it as a rifle, cuz it's considered manufacturing. |

Pretty much correct, also, you have to be a resident to pick up a lower reciever too, I tried to pick one up while I was in school in OK. and I am a TX. resident. I had to have it shipped to TX. and picked it up at a later date. |
