what im looking for is were it says that i can build from an 80%, i ask this bc im afraid that ill go to my range and some one will point out there are no #'s and there are alot of cops that go there also and i dont want to get it taken away or arrested  bc of no #s i would like to be able to print it out or have some type of back up

If I'm not mistaken, one can build a rifle from 0% for your own use (as opposed to for resale) and it's 100% legal with no numbers on it.  This may vary according to location; on Guam (a U.S. possesion) I had to stamp numbers on my shotguns for registration purposes.  Stateside, if there's no registration (commonly isn't for long guns), no numbers required.

Have you tried the ATF website?

Edit: Cops will most likley do that anyway BC they dont know the law.

You should put some kind serial number and/or other identifying mark on it simply in case it's ever stolen and recovered you will be able to identify it.  It would be a bitch to do all the work to complete an 80% only to have it later stolen and then recovered and not be able to prove ownership because it is completely unmarked.

If you start with the KT 80% they are rolled marked 80% with a manufacture date and their logo, no serial number but plenty of stuff for a cop to see.
