What all does one need just an upper and lower and an ar15 can be built. Is an FFL need for both of those parts if they are fully assembled?

Only the lower is considered the 'weapon' by Uncle Sugar. That is what you need an FFL holder for. that serial numbered hunk of metal. All the rest is build to taste and no FFL is required unless you get into less then 16" barrel length or full auto fire control groups.

So I could buy an upper( Which comes with a barrel?) or a barrel and upper and then go to my ffl dealer for a lower and the build would be possible?

i had to go to a gun shop for my lower, the rest i ordered everything else online.

You can order a complete lower, a lower without the stock, or a stripped lower off of the internet.  You just need to have it shipped to a FFL for the transfer...I've bought three handguns off the net without an issue...Plus, my FFL only charges me $20 to do the handgun transfer...I'm going to go with him when ordering AR parts as well down the road.
