I've been thinking that I'd like to get an AR-15 lower receiver (can't afford a whole rifle right now), just in case there is another "assault weapon" ban and I want to build one in the future.  Now, I realize that we don't know what the ban would say, so just talking possibilities and generalities, but.... could I build it any way I want once I have the receiver?  I guess it would depend on when I bought the parts?  For example, if I get the receiver, am I considered to then own "a" rifle, because the serial is on the receiver, and add collapsible stock, barrel compensator, etc. (items likely banned) later on as I'm building?  Or would said parts be illegal to add to any rifle (or build) once a ban is passed?

The last ban was on parts made after a certain date (I'm not mentioning a specific date since there are still states that have a ban in effect with different dates). It grandfathered in any receivers which were assembled into a complete rifle before the ban. I'd assume it would be the same this time around. As long as you buy the lower receiver, that's the only part which is legally considered a gun.

But, the issue is going to be finding one. Most places are 3-6 months back-ordered. Order now if you want any chance of getting one within the year. I got REALLY lucky to find one in stock, but I paid about $50 more than I would have in a better climate.

Honestly, I believe the hysteria will calm down. People are jumping like crazy to get guns before Obama takes office, but that's a little premature. He's got WAY more important things to deal with before he takes on guns. Gun legislation isn't a quick fix, and he's going to take over a year to get the economy back in shape, if he can, so you've got at least that long, plus however long it will take to get a bill through the house and senate. Consider that without a super-majority the democrats will have to put up with a bevy of republican filibusters which could delay any gun legislation for a number of months. I personally believe that he's going to wait until after 2010 to tackle guns because he wants the stage to be set for the 2010 mid-term elections. If the democrats alienate gun owners they're going to have a really hard time picking up more seats in Congress.

So, it's up to you. Place an order now and wait 6 months, pay extra to get one RIGHT NOW, or just wait until the hysteria cools off.
