My Colt has a 16" barrel that is of marginal accuracy. Am considering replacing the barrel and deciding on length. Since I use the rifle for coyote hunting the short "quick" barrel is nice but am wondering how much velocity I am giving up? Is there a rule of thumb as to velocity per inch as it pertain to barrel length? If I go to a 20" barrel how much velocity could I expect to pick up?

a 20" 223 barrel will give you 35-40 fps extra per inch of barrel, depending on the load –– so about 140-160 fps total.

For hunting velocity is secondary. Shot placement is everything!!! Work on the acuracy issue with your 16"er first. Don't condemn the bbl. till you try different brands of ammo, or better yet if you handload/develop a recipe for that bbl.s harmonics....speaking of harmonics, is your rig free floated, this may make a huge difference.  When shooting for groups really take your time, I notice that guys with AR/AK type weapons tend to shoot just to shoot (mind you not as bad as the 22LR bunch, but you get my drift), where as the bolt gun crew tend to concentrate and slow it down more.
