Is there any way to build ARs without going through an FFL?  Is it just the lower receiver that requires an FFL?

Some states allow FTF sales for long rifles. If your state allows it, buy a lower from someone locally then just order the rest of the stuff. Only the lower is regulated, because it has the serial #.

Yes.  Once you have this part everything else is easily bought online or in a brick-and-mortar store with no additional paperwork required.

Anybody know if Tennessee, Kentucky or Kansas allow local purchase of the lower without an FFL?  Does it really matter if you purchase through an FFL since its got the SN on it anyways?

It's federal law that any serialized part on a firearm be transferred via a FFL. You can buy a lower direct from the FFL if he has a business, from an online dealer with a FFL, from the factory or face to face from a private party within your state if your state allows such transactions.
