I picked up a 24" Bull barrel upper today. It has a machined aluminum quad-rail. I can hold the barrel in my right hand and the hand guard in my left, and rotate the hand guard slightly. The barrel is securely in the upper, as the whole upper will turn a bit. I don't want to see how far it will turn because I would damage the gas tube. Soooo.....

Do I need to take this thing off, and re-assemble it?

Hard to say without knowing what kind of quad rail you have. If it were me, I would take it apart and reassemble just for piece of mind. It is too easy to do to not do it.

ETA:  If it's a YHM type, it might just need the quad rail tightened up on the barrel nut.  Can you post pics of the whole assembly and some clos ups of the barrel nut area

I will do that later this afternoon. I have to put a door in first.

Ok. As requested. A few pics...

The upper

This is how I can move it, by hand. I haven't turned it far, as I said, I don't want to mess up the gas tube.

Any help is appreciated as always. Thanks.
