What is the difference between a AR-15 16" Post-Ban Flat Top Barrel Assembly and the same same in Pre-Ban?

The post ban barrel won't be threaded or might have a perm installed comp and if it has the FSB, it won't have bayo lugs.

Post ban has no evil features-no FH, barrel not threaded, pinned/non adjustable collapsible stock & no bayonet lug.

Pre ban or no ban is what you see everyone in the free states using. Some states retained some sort of the Clinton AWB after is sunset in 04.
