I have a DPMS lower with a 6-pos. stock. I am going to use a detachable carry handle and or scope, I want the flat top so I can change my mind. I want a 16" barrel, but not a "lightweight" or not bull. I am leaning towards a HBAR (Heavy Barrel) or an M4 barrel. I want CAR hand guards. I don't see my self shooting past 100yrds very often. I love the look of the M4.

What of these two uppers should I get and Why?

Option #1: DPMS M4 upper, M4 barrel, flat top, $400

Option #2 Rock River Arms CAR A4, HBAR Barrel (chrome lined), flat top, $470

They're all going to heat up - do you plan on grabbing the barrel or something? I've never been bothered by heat from an AR barrel with good handguards.

Yep

If they aren't in stock @ Bravo Company's website, check out G&R Tactical or Global Tactical

There might be other vendors for them, but I got mine from G&R, and I've seen a lot of people post that they got theirs from Global.

If you go with BCM, LMT, or ... CMMG  You'll be paying ~$430 for the upper and ~$150 for the BCG+CH, so a total of ~$580 for complete upper.  I would go into more details as to why this is the way to go, but me sleepy now.  You won't regret it.  Do it!  (And by "Do it!" I mean, do more research on this site (and others) to get a better idea of what will best fit your requirements.)

Oh, and if you're on a budget but still want well-respected, quality stuff, look here: Del-Ton $415 complete upper

How much did your Upper RRA cost?  And do you guys know if Del-ton's uppers are quality stuff?

I saw a Del-ton complete upper with DD 4 rails for something like $595...is this worth it?
TIA!

In case you didn't figure it out, I'm also planning a build real soon, and I'm purchasing a Del-Ton lower and internals...

I got a M4 from Cheaper Than Dirt and was very pleased with it. After break in, it groups 3/8" to 7/8" 4 shots 100 meters with win 55gr sp ammo and a 6X scope. function was flawless.

We probably bought ours from the same guy, pete@legaltrans? I'm praying mine arrives today, I got the RRA A4 midlength 16 chrome lined and can't wait to put it on my first lower to make my first AR.

The amount of "gun stuff" I've learned in 6 months is awesome. I went from never owning a gun to owning my first pistol, 10/22, saiga, ar and knowing everything about them. Thanks to forums like this one.
