I am new to AR's. Been shooting sks and ak's. I am looking at a DPMS M4 w/16 inch barrell. It does not have a shell deflector or dust shield or forward assist. How important are these parts. I can pick this up new locally for 720.00. Thanks

It really depends on the conditions you will be shooting in.

Provided you shoot right handed and clean and store your rifle properly, you should be good to go without them.

The potential problem I see isn't the lack of port cover and forward assist, it's the upper rail.  I'm not up on DPMS' current offerings but in the pat that receiver was meant for target rifles and the top rail is just slightly taller than normal receivers.  No problem at all with optics but could make it difficult to zero iron sights.
