In the torque posting is states the bolt key should be torqued to 35-40 INCH pounds.

At a conversion of 1 inch pound to 1 foot pound of  .0833333333333.
That would be 2.9 to 3.3 foot pounds. Correct?

I just to cheap to buy an inch pound torque wrench.

Just hand tighten 'tight' and properly stake the bolts.  For added security I would suggest you use a thread locker.

3.08 FT lbs, and stake, not locktite the bolts.

The loctite bond breaks down at 600* and the bolt will be loose in not time thay way.

As for staking, you flow the key metal into the side spines of the bolt heads, and not the bolt head metal into the key.
