Is it possible to control how far the shells eject? Maybe by cutting a spring, etc?

Removing tension from the ejector spring will lower the distance of spent case ejection. However, go a very little at a time and have several springs on hand incase you go to much and start to jamb. Just curios, why does it matter?

I'm going to be building a 9mm to use at an indoor range so I'd really like it to not shoot the shells 5 stations over and hit people.

Would it be possible on you rifle to use a shell catcher bag? Some of the vendors in the EE have a few different types. Maybe one could help you out - Bushmaster has a couple if I remember right.

I'm going to be purchasing a Flat top upper. I'm not sure if they are any shell catchers for those.

I'm not pushing the Bushmaster products, I'm sure there are others out there and probably cheaper. I just remembered seeing these the other day, thought they might give you an idea how to solve your brass ejection problem without modifing the rifle's internal parts and action.
