I am trying to remove the gas block on my colt car-3 but the roll pin won't budge. I don't want to damage the gas block by driving it out with more force unless that is my only option. The pin on the bottom of the block came out fine, but the roll pin won't budge.
Any suggestions would be appreciated.

Try putting some solvent on it.  I have also heard that putting it in the freezer loosens everything up.

Given the types of metal used on the different parts I don't think that heating or cooling is going to accomplish anything noticable.

Soak it in a penetrating oil like Kroil (best) or Liquid Wrench.  Make sure the barrel is supported properly and hit it good and hard.  So long as the punch is on the pin you don't need to worry about damaging the barrel or FSB.  Make sure you have the punch perfectly straight or you'll be doing a lot of cursing or your way to the store to replace the one you just bent.
