For my second build I want to put together a full size rifle. The our local range only goes out to 300 yards, so I'm thinking either a standard 20" upper, or a 20" bull barrel upper. But what I'm wondering is with a standard military load(some type of surplus ammo I can use between both AR's), within 300 yards, will there be a great deal of diifference between the two accuracy wise?

if you're going to use surplus ammo, you don't need to invest in a premium barrel.

With milsurp ammo, at 300 yards - there likely wont be any difference between a 14.5" M4 chrome lined barrel, and a 20" bull..... accuracy wise.  

Longer barrels are not inherently more accurate.  They just provide a bit more velocity....
