Please correct me if I am wrong on any of the following counts:

Form 1 with recent photo and FBI fingerprint cards?

Who should I look to for help in the fingerprinting?

How should I attach the photo and fingerprint cards?

Has to be submitted on front and back not two pages?

Signature by qualified LEO?

What should I put for caliber? I am planning on 223 for the first, but may want to build a 300 whisper later.

What should I put for barrel length?

I bought the rifle from my brother (individual to individual). Do I need to officially transfer the rifle into my name before proceeding with the Form 1 application?

If there are any intricacies I am not aware of please add. I am sure these questions have been asked a thousand times and I have read over many postings on this wonderful site, but I seem to get more confused. Is it as simple as I have made it sound?

Signature by qualified LEO? This would be the Cheif Law Enforcement Officer of your county of residence

What should I put for caliber? I am planning on 223 for the first, but may want to build a 300 whisper later. For now just put .223, later on you can send the ATF a letter stating any changes to the rifles configuration

What should I put for barrel length? Depends on what barrel length you decide to use

Dont forget your Citizenship form, you only need 1 copy of it.

I think what he meant was, he bought a standard length AR from his brother, and now he wants to build it into a SBR.

2 copies of Form 1 each with a pic and fingerprint card in the same envelope or 1 form with 2 pics and fingerprint card?

Where do I get a citizenship form?

Does it all go into one envelope?

I pretty sure you can put "Less than 16 in." for barrel length, and I think you can be somewhat vague on the caliber also. Somebody who knows for sure will hopefully jump in here.

Word in the NFA forums is that "less than 16 inches" has a good chance of getting kicked back to you.  It might get approved, but more than likely will not.

Dont use "less than 16"". Alot of people have got them kicked back, no sense in not being specific, as you can later send a letter stating all the different configs that you intend to use.

However, if you want, you can list all the barrel lengths an calibers, that you intend to use, on the form 1. But you have to write small or attach a seperate sheet of paper, with all different configs. I wouldnt worry about it myself.

According to that link he has an SOT #. However, there has to be more to the story. And until I see a copy of the form 1 posted, I'll call BS.

You need two passport sized photos, each glued to the spot indicated on the back of the Form 1.  You can get the passport photos in a number of places like a kinko's or AAA.

There are different fingerprint cards.  Order the ones off the ATF website (for free) http://www.atf.treas.gov/dcof/index.htm called FD-259LE.  These are required for NFA form submission.  You can order your Form 1's and 4's here as well, no need to make copies.  If you want, print them off the www.titleii.com site.  These guys are worth supporting.  You will see why when you use the form filler.  If you fill the forms out by hand be neat, unless you want your application held up.

The Form 1 MUST be submitted as one page, front and back.

Get fingerprinted by the same CLEO that signs your forms.  Fill out the fingerprint card in the areas where your information is required.  Leave the rest of it to the CLEO.

Keep it simple.  List only one caliber.  You can write ATF later when you add calibers.


The barrel length must be listed.  The exact length of the barrel and the overall weapon.  Approximately or blank doesn't cut it.  Keep it simple.  After you are approved, write them later to add different lengths if you are a paranoid type.

DO NOT TRANSFER THE WEAPON BEFORE YOU GET THE FORMS BACK.  ONLY THE REGISTERED OWNER IS SUPPOSED TO HAVE ACCESS TO IT.  BOTH OF YOU COULD BE PROSECUTED.

Don't forget the "Certificate of Compliance" form.  This is required.

I just had my Form 1's turned around in 7 weeks.
