I am gonna build a Ar-15 and it will have a A3 uper will i be able to use normal scope rings like i do on my bolt action rifles or will i need different ones.

Standard rings if you can even get them on the gun will be too low.
You can use your regular rings on  a riser.
I have a B-Square that puts the scope where I need it.
YHM makes a set of risers that will work also.
Or you can get various AR scope mounts that will put the scope up to proper height.

I use a B-Square riser and 30mm rings on 1 of my A3's since very high rings are never available and very high 1" rings on another. The "high" rings made me tilt my head too much

The problem I (and others) run into, the scope with normal high rings ends up being too close, not enough eye relief.  The scope needs to be more forward, and the front ring runs off the A3's rail.  

For the price of a pair of good quality rings you can buy the Armalite scope base, in either 1" or 30mm.  The rings and base are all one piece.  It has the proper amount of forward offset to get the eye relief correct, and the centerline of the scope is at the same height as the A2 irons, so you can use the same cheek weld.

When I built my flat top I tried regular Xtra High rings, they weren't high enough, better to get an AR specific mount, like the one shown on this page:
