I am replacing my muzzle brake (A2) on my 14.5 in upper to make the overall length 16 inches.  I think right now it is 15.5 with the standard brake.  I was looking at diffrent brakes to do this with.  Here is the one I will probably buy

Do I have to buy a new peel or crush washer?

Yep, according to the ad you do.  As the ad states the FH must be timed, which is why you would need the washer to ensure the slots line up correctly and arent facing down.
