Do you have to have a complete upper shipped to an FFL or just the receiver?

Just the Lower Receiver...or Complete Lower or Complete Rifle.

If you are buying parts, the lower receiver has the serial number and is the controlled part, so if you buy a lower receiver it has to be shipped to an FFL for the transfer, an upper receiver, or a complete upper, can be shipped directly to you.
