Does anybody make a Universal AR receiver that can be made into a pistol or rifle like the AK receivers

Do you mean the lower receiver? If so, they can be either depending on how they are registered when the lower is bought.

Yes I mean the lower receiver. Do you mean when I buy just the lower I can have it registered as a pistol instead of a rifle.
