Aside from special 22LR barrel(optional, I realize) and bolt assemblies, are there any special parts required to build a dedicated .22LR upper?

For example, could I buy a Ciener conversion kit, a Kuehl Precision barrel and build it on a light weight Vulcan Arm Upper?

Yes, though magazines are still outrageously priced but that should change in September.  Good call on the barrel.  You'll need to dump the chamber adaptor on the kit using that barrel but that is a good thing.

Of course you could use a standard upper assy but the twist is not ideal and it fouls up the gas system requiring one to heat it up and blow it out by occasionally firing some .223, but then you wouldn't have to shell out the clams for another upper.  You can also send your kit and receiver to Rick and he will put it all together for you and test for fit and function.
