First you've got to get rid of those hideous evil parts, flash hider threads and bayo lug.  You could mill/dremel and cold blue the lug.  The threads, well just silver solder/blind pin a saucy muzzle brake on and you have a post ban compliant barrel.

I was in a similar situation and decided that it was just easier, and less costly, to buy a postban barrel.  The bayo lug is easy enough to grind off, so that's no problem.  The threaded barrel is where the hastle comes in.  You have two choices:  remove the threads completely and have the muzzle re-crowned; or permanently attach a muzzle brake/compensator.  My problem is that I don't have the tools (or knowledge) to do either, so I would have to send the barrel to gunsmith.

Of course if the barrel is cheap enough to offset all of the above costs, then go for it.

The easiest thing to do is grind off the bayo lug, and touch up the spot with Birchwood Casey Touchup Blue.

Replace the flash hider with a Cav Comp.  It provides instructions for blind pinning.  After, you should weld over the hole, and you can touch up the weld with the same touchup blue.

If the barrel's cheap enough, re-sell it for a profit, and buy the barrel you need. If there's not enough discount to make this option viable then there's probably not enough to make it a bargain after adding in the cost of modifying it anyway. What kind of barrel is it? Make? Vintage? What's wrong with it that makes it so cheap. Seems like whenever I try to go real cheap, I always end up with something less than I really wanted and would've paid more for in the first place.
