Can I build an AR-10 308 cal on a regular lower, or do they make specific lowers that are stronger to hold up to the added recoil of the 308 vs. the 223.  If they do have specific ones, where can I buy one?  Also any suggestions on where I can purchase a complete kit for a AR-10, if they even offer them.

No, AR10 lowers are different (longer) to accomodate the longer 7.62 NATO round, although many of the internal parts are the same.

I know of only one place to buy them, [url=http://www.quanticoarms.com/armalite/eagleArmsReceivers.htm] Quantico Arms[/url], because they are local.
Quantico Arms should be able to help you with questions on the phone -- don't call on Saturdays because their shop is usually swamped.

Technically, there is a former wildcat cartridge called various things from the .300 Whisper, 300 fireball to the .300/221 that fires a .308 caliber bullet from a standard AR15 lower and magazines -- don't think thats what you're asking about though.
