I just bought my first light from the EE. It is a Surefire m952. If I were to buy two offset mounts would I be able to mount this light. I wondered if the arms mount would interfere with my troy rail. Thanks in advance.

I may not be understanding your question, but the 952 has a built-in quick detach mount for a railed forend.  You shouldn't have to purchase anything else to make it work with your Troy rail.

I wanted to put the light in a offset position to reduce the bulk a little bit. I would like it to sit on my rifle like this thread but I dont want to loose the ability to use the arms mount.

Pick one or the other. You'd only be increasing the bulk by offsetting AND using 2 mounts. The millenium is bulky enough, especially offset. I know you think you need QD, but you really don't.
