I was wondering. I received an email with a [email protected] email addr. wanting to trade a Atilla-200 IR Laser / Floodlight .  When I asked him jf it was legal for civilians to own he said yes. Then he said he was not interested in what I had because of the gun laws in NY. From what I read these lasers are for Mil. and LE and can not be sold to individuals. I could be wrong though but that's the way I interpreted. He has a account here on the forum started in 2010 with 8 posts.

Sounds really sketchy to me... I say 99% chance it's stolen. You may want to contact someone about that.

Here's one of the issues with the Attila.  Some units had them and upgraded to PEQ15/LA5.  Problem is you can't turn them in.  DRMO doesn't want them for the above reason (they can't resell them).  They're listed as XB3 (single use, no turn in, disposable).  They were a stop gap between the PEQ-2 and the PEQ-15/LA5.  So they sit on the shelf and/or are just given away to the guys in said unit by supply folks who may not know any better.  You're bound to see this issue again.
