What is the difference between the PAQ4 model with the exposed turrets and back up sight, and the ones with the covered turrets? Is one just a newer model, whats the deal?

One I just sold was a model AN/PAQ-4C that came with a manual dated March 1999. It has the covered aiming adjusters, no backup sight. The difference between a B and a C variant is in the laser either being a steady stream versus a blinking on/off stream.
